fix(PM-3254): check for failed submissions instead of passing submission

What's in this PR?

• Now I am checking for failed screenings instead of passed screenings
• The reason being screenings array is still available for challenges without screening phase, in this case the screenings array will have a screener object with empty screener id. The screener outcome calculated in the parent then creates a empty set for passed and failed submissions So checking for the submission id in the empty set filters the valid submission.
