reworked zh-CN localization
* Complete overhaul of pretty much all SBCS - mostly formatting * Separated all SBC bits into their own proper files * Added Localization strings & script to load localization (by SISK) * Removed a bunch of old references to things that don't exist anymore * Set up proper BlockCategories
