I'm just looking to bring in the latest msys2 and look good at home and build ffmpeg (even if it takes a damn long time on my PC). If everything goes right at home then I create request to use msys from here https://github.com/msys2/msys2-installer/releases/tag/2021-07-25 with msys2-base-x86_64-20210725.tar.xz. |

Until this PR passes CI it means the msys2 repo is still broken. Whenever it starts to work again this PR should be merged.
Note that this change only effects windows.
