This PR adds metrics around status updates in Postgres and improves the
send_status_updatemethod to be more forgiving.With the new metrics we will be able to observe very easily if there is a sudden stop in status updates being sent to Postgres, which will cause WAL buildup and subsequent pipeline failure.
