Update wasm-opt to version 123

Two reasons:

• handle the latest WebAssembly features for Rust 1.87/LLVM20
• speedup introduced by wasm-opt on Linux

I don't know enough about the other changes in wasm-opt to have a strong opinion.

@fstephany this projects uses cargo-rdme. You can see it at the markers in the README file: <!-- cargo-rdme start -->

To avoid getting the documentation unsync, you need to update the doc in the lib.rs file instead and then run cargo rdme to get the README.md updated accordingly.
