Add a condition to the nodeip-configuration.service template that should enable nodeip-configuration.service when PlatformStatus.Type is set to External

According to Ross the test upi-conf-vsphere-platform-external exists.

Enable nodeip-configuration.service when PlatformStatus.Type is External.
