Bringing the C# language standard up to at least dotnet6, applying some sugar and cleaning up some stuff. Suggest making a branch for dotnet6 as well up until that becomes the new master branch for OpenSim.

Had to adjust prebuild so need to clean before building else you get funky results with the existing older framework target. Built against dotnet6 branch of OpenSim. Didn't do much testing given the changes are mostly cosmetic in nature so should operate the same.

Create a dotnet6 branch in this repo and I'll set a pull request for that. You can then test that or someone else can.

It's cosmetic changes apart from prebuild, which is adjusted to the correct framework version and has the system dependency removed as that's not necessary anymore and just creates a warning. Otherwise the code is the same.
