Update versions of jQuery/qtip and improve html display

Updates to generated html pages specifically:

• Generate valid html
• Make the index a frame view
• Update jquery/scrollTo/qtip2 to address issues Long identifiers: the popup is not big enough #3,Popup position after page end (to the right) #4,Copying the contents of the popups. #5 (better handling of screen edge and allow copy/paste from tooltip

The tooltip behaviour is highly configurable - right now it will appear on mouseover and stay until it is unfocused and inactive - this means you can mouseover and copy/paste the desc as per issue #5

These generally should be i your global git ignore.

So generally I like the change. However, two things:

1. You should still use Ivy to resolve the dependencies if you can
2. Until TravisCI is enabled for this, I'll have to checkout and manually test the changes
