Previously only commits starting with the java version would be detected. Since this was abandonded to allow keeping the version in sync with c++ this has to be lifted. Also fix some references to ossrh in job names. Signed-off-by: Alexander Krimm <A.Krimm@gsi.de>

The new maven central does a bit more strict checking which requires the modules to have a
<name>attribute.Also for some reason the upload step is not triggered, debugging this by adding verbose parameter to the
mvn deployand printing the maven settings file.
