As explained in #308 (comment), this PR adds a single configuration file that is used by the https://pre-commit.ci/ to create additional commits with minor cleanups (cargo fmt, line endings LF/CRLF, checks for symlinks, and many more). I created this PR against my own fork as well - that's why pre-commit ran and added changes. See two commits - first with config, second with automatic fixes applied.
