Personally I don't think this is worth doing if we cannot enforce the rule—we'll likely slip back into doing this (accidentally or because it kind of looks better) and so I’m not sure this has inherent value. |

Yes, closed per the above, especially because in some cases a lower heading was chosen for style purposes (opposite to HTML, we can’t style them individually without also harming the original document readability). |
