[WIP] Upgraded Karaf to 4.4.9 and removed Jetty bundle replacements

Upgrades Karaf to newest version and removes Jetty bundle replacements as the new version of Karaf supports Jetty 9.4.58.v20250814

Seems this needs to wait for karaf 4.4.10 due to this java version mismatch bug https://lists.apache.org/thread/r8t5hmx3sqv3fplrjjfx89fq73978l9l
