Add tournament event counters

This feature enables the node to fast-sync tournament events.
We didn't find PartialBondRefund worthy of a counter because:

• We don't think the viztool will need to know the message sender of actions.
• It would add storage read/write costs to txs unnecessarily.
• This event is already emitted on txs where other events (with counters) are emitted.
