[improve][client] PIP-391: Enable batch index ACK by default

Motivation

Modifications

Enable enableBatchIndexAcknowledgment (for client) and acknowledgmentAtBatchIndexLevelEnabled (for broker) by default. Remove all explicit enabling in tests to verify it still works.
