This PR adds new educational content to the basic_commands, user_input, dictionaries, and error_handling worlds to meet the minimum requirement of 20 questions per world. The new questions cover various difficulty levels and concepts appropriate for the target age group, following the existing QuestionDocument structure. All changes were verified with existing tests.

- user_input.ts (7 new)
- dictionaries.ts (8 new)
- error_handling.ts (8 new)

This ensures all monitored worlds have at least 20 questions.
Verified integrity with `npm test`.

Resolves 'job not acquired' CI failure by pinning the runner version to ubuntu-22.04 instead of latest in all workflows.
