Fixed the whitelist and a few python warnings

Description

Email Sending -package is missing from manifests -> Not visible to users

Problem: whitelist had email but the package name now is email-sending so the published was missing the package

Took backups of the current manifests as we need to come back to regenerate the versions for the email-sending after we get this out.

How can (was) this tested?

Running the generation locally and diffing against the S3 manifests
