PR Highlights

• bumps default REST stack used in latest to v8.0.1
• adds a local compose profile plus helper scripts to spin REST using locally published image
• extends asset REST client to cover transfer restrictions, venue filtering, and permission-group management endpoints
• introduces protocol fee and treasury balance helpers with matching smoke tests to verify new endpoints
• adds comprehensive REST E2E coverage for asset permission groups, transfer restriction workflows, and venue filtering flows
• updates the STO SDK example to register investor signers on venues (otherwise it was failing)
