Adds a new MinPrecision parameter that creates a minimum random offset distance for RDF lines. When the calculated offset would be too small (causing lines to point nearly at the aircraft), this ensures they're always offset by at least the specified distance in nautical miles, making the imprecision more realistic and visible.
Usage: .RDF PRECISION M15 or in JSON: "MinPrecision": 15
