Rework verbosity

[samsrabin]

Adds for -v|--verbose and -q|--quiet options. Switches to using Python's logging module instead of print() statements:

• --quiet: logger.warning and logger.error only
• Neither: As above, plus logger.info
• --verbose: As above, plus logger.debug

Also adds a couple of unrelated tests.
