JIRA ticket: LIMS-2044

Summary:

Update the luxon library from 1.x.x to 3.x.x.

Changes:

Update luxon version
Calculate visit length in hours explicitly, rather than coercing from ms.

To test:

View the list of visits for a proposal, check no errors occur
View the calendar page, check no errors, check days of the week, check days in the month etc.
