Feature/get states custom flag(AST-123836)

Description

Enhanced the triage get-states workflow.
Previously, only CUSTOM_STATES_ENABLED was used. The command now additionally uses the --scan-type level custom state feature flag (KICS_CUSTOM_STATES_ENABLED, SCA_CUSTOM_STATES, SAST_CUSTOM_STATES_ENABLED), while keeping SAST_CUSTOM_STATES_ENABLED as the default behavior.
