[ZHA] Make reconfigure device more useful #66
Description
In addition to what "reconfigure device" currently does (binding + re-read some attributes marked as uncached), it should also allow for:
- re-reading cached attributes
- re-interviewing the device completely (endpoints/clusters + automatically do after OTA)
- ...?
