Use protobuf 2.4 instead of 2.3 #1
Description
Since protobuf 2.4 is out since a long time we should upgrade as other libs are using 2.4 and were easily getting into conflicts here. To be used with the >= 0.9 series of Testbed Runtime (see itm/testbed-runtime#176).
