trigger + other buttons can't be pressed together on cheap gamepads

Some gamepads view the trigger buttons (L2/R2) as buttons, whereas others view them as motion sticks on an axis. For the ones that view them as buttons, it's currently impossible to press trigger buttons and any other buttons together at the same time. This may be a bug introduced by the new `PhysicalControllerHandler.kt`. Investigate.
