Migrate utils/generate_param_docs.py to Makerates configurations.


`utils/generate_param_docs.py` writes to constants.py with the default UCLCHEM values should be integrated into Makerates to run at chemical network configuration time.

This can happen in the heating/cooling branch. after merging xarray.
