How do I compile this?

You can find the builds in Actions, but it looks like the runner images being used are deprecated, which is causing build failures:

I would try to follow the same build instructions from the workflow file.

I fixed the CI, so if you just need the compiled version, you can find it in Actions. You must be logged into GitHub to be able to download the artifacts.

If you need to compile the code yourself, follow BHL's compiling guide. The steps are generally the same.

Is it just as simple as merging the addons folders then? I don't see weaponsmod when I type meta list in the console, even after adding it to modules.ini

Read the server console outputs at launch, check if there's an error. If weaponmod is loaded correctly, you'll see the following when launching HLDS, also check meta list and amxx modules:

Which platform are you running the server on? Make sure you read the requirements carefully.

You may see errors like the following:

or

./hlds_linux: ./libgcc_s.so.1: version `GCC_7.0.0' not found (required by /lib/i386-linux-gnu/libstdc++.so.6)

You have to delete the libgcc_s.so.1 and libstdc++.so.6 files from where hlds_linux is located, you can simply rename the .so into .so.bak.

Windows Requirements

• HLDS or ReHLDS
• BugfixedHL-Server (latest version)
• AMX Mod X 1.10+

You don't need to add it to modules.ini. AMXX should automatically find the module when it tries to load a plugin that uses WeaponMod. Check the logs to see if there were any errors when loading the module, as @0Ky described above
