Bug in the group id based filtering code

Group ID based filtering where a node is supposed to drop packets corresponding to different groups from their own does not work. The nodes accept packets from any groups even when the group ID is set correctly in the packets.

This may be a result of having Snoop wired in. Need to research the exact configuration and build used to create the problem. If vkumar1 has any more details about what was being built that would be helpful.

I am using TinyOS 2.1.2 on Ubuntu 12.10 32 bit. The application I wrote is basically just the standard RadioCountToLeds application modified to have two nodes sending messages back and forth. Even if I have the two nodes have different group ID, they still successfully receive each other's messages.
