Use CF to Provision IAM User/Policy in the Frontend

Simplify the setup by utilizing AWS CloudFormation to provision the IAM user and policy required for the frontend to upload a file to the OriginalFiles S3 bucket.

This would allow us to get rid of steps 1 and 4 in the README (in the frontend branch).
