packcheck needs caching

The CI runner supports caching, and as a result can complete in about 3 minutes. The packcheck runners take 25 minutes. IMO that's much to long to wait for feedback.

The CI file does have cache paths, but I'm not sure if they are the correct paths.
In packcheck.yaml:

          ~/.local
          ~/.cabal
          ~/.stack
          ~/.ghcup

In haskell.yaml:

            /github/home/.cache
            /github/home/.config
            /github/home/.local

Should packcheck.yaml also have the same ones as haskell.yaml?

Probably? Reading the old haskell CI I don't remember how I calculated those paths, I would've thought the paths wouldn't have a /github in them, since it's using a docker image.

One of the important steps is getting the cache key right.

It just requires a bunch of experimentation, but the one in haskell.yaml is working, so there's something to start with
