Update CRC16 implementation to match latest libndtp

Since this PR has landed (sciencecorp/libndtp#8) the cython CRC16 function for checking NDTP packets doesnt match the upstream CRC function. This should be fixed by using libndtp as the source of truth for this function (#26).
