Fix Responsiveness on Rankings Page

Currently an admin has to refresh the rankings page to see an updated list. This is rather jarring.
We should investigate and fix the responsiveness so it just changes when the rankings are ready. 

This also can be moderately coupled with #124 as the users will have no clue the API is doing work. If we could make some loading animation trigger when the rankings begin, that would really help.
