[ERROR] getting "error;workflow not opened for editing" from ipsservice during Interactive deployment (JLD deploy)

Trying to deploy using the inspireOutput set to "Interactive" leads to an error from the IPSservice while Deploying the JLD.
The error message is:

Changing just the inspireOutput parameter to "Designer", the deploy succeeds, as it does not have to create any JLD file.

As the error message hints to workflow not opened for edit, I have also blindly tried to change the code to use the "openforedit" IPS command instead of the current "open". But the response from the IPS service remains identical.

Hello, thank you for your detailed report and logs.

Based on the information provided, it appears you are using Inspire Designer version 15.0.734.0. Please note that the migration-stack tool is only supported with Inspire Designer version 17 GA or newer.
Especially Interactive deployment will lack mandatory features in older versions, which are required for it to work properly. While Designer output may still work with older versions, we do not recommend using unsupported versions.

We recommend upgrading to at least version 17 GA and trying the deployment again. If the problem persists after upgrading, please let us know and share updated logs so we can assist further.
