Environment to build docs?

Could you please add an environment file to the repository that has all the dependencies for building the docs? There seems to be a convoluted web of dependencies that I can't figure out. The closest I can get it to working requires using python2, but that can't be right, right?

That is in fact right. It does still require python 2
