Update installation and quickstart bind #1
Description
Installation is currently a bit awkward and will error on windows unless you run it from an adminstrator shell.
The project maintainers have already expressed a desire to deprecate and remove rez-bind. It makes sense to
- Combine the installation and quickstart bind into one step.
- Remove the symlinking that causes permissions issues on windows.
- Update for python 2/3 compatibility.
- Remove vendored libraries and force pip to download them.
