Requirements bulk upload! #220
Description
In my assessment, in majority of cases, we already developed packages and we need to apply valtools framework to validate them retrospectively. Although valtools supports that, I think it will be more practical if it provides a bulk requirements upload functionality, to create requirements from a csv file.
