Switch line comment symbol to "#"

Currently the comment symbol for line and multiline are "//" and "/*" respectively, however, that does not compile properly on Windows (if any OS). Please edit **cython.configuration.json** replacing the current single line comment symbol with "#" and "'''" for the multiline symbol if that is supported - or just "#" will do. Thanks a bunch!
