Describe the bug
A clear and concise description of what the bug is.

  • Pull request names don't need to have a valid issue in the title they just need to have a number and a space in them currently

To Reproduce
Steps to reproduce the behavior:

  1. Add a random number and space to a pull request name and the GitHub action to validate issue names will pass despite not being a valid issue number

Expected behavior
A clear and concise description of what you expected to happen.

  • Pull requests need to actually validate an issue number not just use regex to determine if there's numbers in the pull request
