Need to have a separate charter #78
Description
This WG needs to have an independent charter. Similar to the End Working Group Some organizations would like to join this group but can only do so if this group has a charter. We will make such a charter for you to look at and approve to help. THe current charter doesn't have much on voting etc. that is needed for the organizations to join.
