Feature: Bot responses

In order to make the bot more interactive, bot responses should be set up. A good start could be, you can probably ask the bow you contribute to devy. The bot could respond with instructions on how to get access to the devy development category and first steps on how to contribute. Maybe we could also have the bot automatically add that persons github as a collaborator on the project.
