Cannot create new slice using Tenant view

Trying to create a new slice using the Tenant view produces the following error:

error:  XOSValidationError
check:  validation error
Details:

network Select a valid choice. Private Only is not one of the available choices.

Note that this issue only affects the Tenant view. Creating a slice using the Slices->Add Slice still works.

How to reproduce:

• Launch the devel configuration on CloudLab
• Log into the XOS GUI
• Click on Create New Slice in the Tenant view

This is due to an old core/xoslib/static/js/xoslib/xos-defaults.js file (it's autogenerated from core/xoslib/tools/make-defaults.py). Will update when time permits.

@sbconsulting @andybavier I think that #113 (moving Tenant view to the new XosLib) should fix this.
