Deployment fails with error message "is not a valid extension file"

I don't know, if this is a bug or if this is something on my end, so I am adding it as a question.

When deploying to an UAT environment, I am getting the error message

Thank you for reporting this issue! I could not find anything unusual in the logs.
Does the problem repro all the time? Could it be some instability?

From the logs, I see the apps is already installed on the environment. Can you try uninstalling it first to see if that you help?

I have tried to even remove every single PTE from the environment, but I am still getting the same error. It happens all the time, so it's not possible to publish any app using the workflow. However, the release can be deployed manually through the client.
