TXT document, UTF-8 garbled

Hello，my TXT document content has Chinese characters, when I use UTF-8 encoding, online preview is garbled,   It worked fine when I changed it to ANSI.    Converting the encoding of each document is cumbersome, so I would like to ask if you have a solution ?
