Dev environment with ERC20 tokens

When Ganache is started, 3 accounts are allocated ETH. We probably need to have similar logic for ERC20 tokens. One approach:

1. After ganache is started, deploy an ERC20 contract.
2. Call transfer for each account in a list. The list of accounts should contain the same accounts that are allocated ETH at the start of Ganache.
