Error installing irtrans

$ pip install git+git://github.com/irshadbhat/python-irtrans.git

ERROR:
irtrans/_decode/viterbi.c:352:31: fatal error: numpy/arrayobject.h: No such file or directory
compilation terminated.
error: command 'x86_64-linux-gnu-gcc' failed with exit status 1

I have tried this Didn't work for me.

These are the versions of the required python libraries, I have:
Cython==0.25.2
numpy==1.11.1
scipy==0.18.1

I guess the problem is in setuptools version.

See if upgrading setuptools fix the problem.

sudo apt-get remove python-setuptools
sudo pip install -U setuptools

Still the same error.
replaced setuptools from v20.7.0 to 34.1.0
