Fix HTTP to HTTPS Redirection for developers.linode.com to Prevent 503 Errors #708

Overview
When I open http://developers.linode.com, especially the HTTP version, I get 503 Service Unavailable response:
But when I open the HTTPS version, it redirects me to the right page successfully.
The Problem
The HTTP does not force redirect to the HTTPS, but rather show a 503 Service Unavailable response.
