Restrict usage of global variables

Global variables should never appear on a RHS, unless it is a `dispense` operation:
```
manifest aaa
...
a = dispense 10mL of aaa
```
Above is acceptable.

```
manifest aaa
...
heat aaa at ...
```
The above should result in an error
