Build wheels using Github actions

It is becoming quite apparent on the MCNP forum that the build process for this package is too involved for most users, and creating serious barriers to adoption, especially on Windows.

I would recommend making a Github action that automatically builds these wheels for the matrix:

1. All supported versions of python (3.9 - 3.13?)
2. All supported platforms (Linux, Mac, Windows?)

These wheels then could be automatically included in all future github releases.
