This is a known limitation in Dify: agent policies in workflows currently cannot insert context into prompts due to a gap in variable resolution and the lack of an extension point for workflow-level policies to inject additional context. Dynamic variables like {{name}} often appear empty when a workflow is used as a tool in an agent, even if configured correctly. Only variables defined both in difyChatbotConfig.inputs and as workflow Start Node inputs are available; others like userVariables and systemVariables do not resolve as general workflow variables. There is no reliable workaround—using a Variable Assigner node sometimes helps, but not always. You can confirm the issue by calling the workflow directly (not as an agent tool); if variables work there but not in the agent context, this bug is the cause.
