Template code originally blocked by Google Play, doesn't have "privacy protection".

The message that comes up says:

"The app was built for an older version of Android and doesn't include the latest privacy protections".  It gives me a choice as to whether to install it anyway. Is there a way to make the app compatible with all Android 4.4+ versions, but also with their respective privacy protections?
