Description
Fix the following tests:
python/test/gluon/test_lowerings.py::test_scan_layouts[r"True-.*"]@regexp
python/test/gluon/test_lowerings.py::test_reduce_layouts[r".*-True-.*"]@regexp
These tests appear to be hanging.
